Tractor registration and road tax rules in Rajasthan
The Rajasthan Motor Vehicles Taxation Act 1951 contains no mention of tractors or agriculture at all — s.3 only gives the State Government a general power to exempt by notification. The operative evidence is the Transport Department's own published one-time-tax table, whose ONLY tractor row is 'Non-Agricultural Tractor-Trailers used as Goods Vehicle — 1% of the tractor cost'. There is no row for an agricultural tractor, which indicates none is charged.
Inferred from the absence of a charging entry rather than stated in an exemption clause. The Transport Department's published list of tax exemption notifications covers tourist vehicles, disabled persons, hybrids, CNG and similar — and contains NO agricultural or tractor notification. So the basis is 'not charged because there is no charging entry', not 'exempted by notification'. Publish as 'agricultural tractors are not charged one-time tax in Rajasthan; a non-agricultural tractor-trailer used as a goods vehicle pays 1% of tractor cost' and add a verify caveat.
