Tractor registration and road tax rules in Odisha
One-time tax at 3% of the cost of the vehicle for tractors and trailers whose laden weight does not exceed 9,500 kg, under s.4C inserted by the Odisha Motor Vehicles Taxation (Amendment) Act 2017. The one-time payment covers the vehicle's operating life. For vehicles already in use or bought outside the state before the amendment date, the tax is reduced by one-fifteenth for each completed year, subject to a floor of one-tenth of the standard rate. The temporary-discontinuance and rebate provisions available to other classes do not apply to tractors and trailers. Corroborating evidence that tractors are genuinely taxed: the Odisha government's one-time arrear settlement Resolution No. TRN-LC-MISC-0018-2023/3 dated 1 November 2023 has a dedicated Table-2 for tractors, trailers and tractor-and-trailer combinations, with fixed settlement amounts of Rs 3,000 for non-payment from 01.04.2017 to 31.03.2022, Rs 5,000 for 01.04.2010 to 31.03.2017, Rs 7,000 for 01.04.1992 to 31.03.2010, and full exemption before 31.03.1992, payable in one instalment with 12% interest. Trailer tax under the 1975 Schedule: Rs 120 / Rs 450 / Rs 900 by laden weight for goods trailers; Rs 60 / Rs 120 for other trailers by unladen weight.
Odisha does NOT appear to give agricultural tractors a blanket road tax exemption. The Orissa Motor Vehicles Taxation Act 1975 contains no express agricultural exemption — s.15(1) only gives the State Government a general exemption power. The existence of a dedicated arrears settlement table for agricultural tractors and trailers strongly implies tractors are taxable in practice. One consumer-facing source (godigit) asserts agricultural vehicles pay no tax in Odisha, which CONTRADICTS the statutory position. Publish the 3% one-time tax with a clear caveat that Odisha's treatment differs from most states and should be confirmed at the RTO. Do not present Odisha as exempt.
