Trailers drawn behind an agricultural tractor fall outside the exemption and are taxed under the goods-vehicle entries.
Important restriction: Explanation 1 to s.13 defines 'agricultural operation' as tilling, sowing, harvesting, crushing of agricultural produce or similar operations plus transit to and from the farm, and expressly EXCLUDES transportation of persons or materials for the purpose of agriculture and transportation of agricultural produce. So a farmer using the tractor to cart produce to a mandi is outside the exemption on a strict reading. Also flag that the trailer is separately taxable — most competitor pages get this wrong.
