Bihar Motor Vehicles Taxation Act 1994 s.4: 'Nothing in this Act shall apply to a motor vehicle used solely for the purposes of agriculture.' BUT s.4 adds that a vehicle used for transporting agricultural produce is NOT deemed used solely for agriculture. s.7(7) then provides a combined one-time tax for a tractor with trailer: Rs 3,000 where the tractor is up to 25 HP and the trailer does not exceed 3 tonnes; Rs 5,000 where the tractor exceeds 25 HP and the trailer does not exceed 5 tonnes. s.7(8)(a): tractors used otherwise pay one-time tax at 1% of the cost of the vehicle excluding VAT. Trailer rates in Schedule I run roughly Rs 253 to Rs 1,568+ per year by registered laden weight.
