Jharkhand Motor Vehicles Taxation Act 2001 s.4: 'Nothing in this Act shall apply to a motor vehicle used solely for the purposes of agriculture', with the qualification that 'A motor vehicle used for transporting agricultural produce shall not for the purpose of this section, be deemed to be used solely for the purpose of agriculture.' s.2(c) adopts the Motor Vehicles Act 1988 definitions of tractor and trailer. Publish the s.4 exemption (safe) and note that a tractor-trailer combination may attract a lump sum, to be confirmed at the RTO.
