The UP Motor Vehicles Taxation Act 1997 does not contain a blanket agricultural exemption section. Instead the charging entries carve agriculture out: First Schedule Part D Article IV levies tax on a 'Tractor by which trailer is drawn and which is used for purposes other than agricultural purposes' at Rs 45.00 (in addition to trailer tax); and Part D Article III covers goods carriers 'excluding trailers attached to tractors, which trailers are used solely for agricultural purposes'. Net effect: a tractor used solely for agriculture attracts no meaningful motor vehicle tax in UP.

The exemption is implicit in the schedule wording rather than an express section. This is a weaker legal footing than states like Punjab or Haryana, and RTO practice may vary by district. Publish as 'no road tax is normally charged on an agricultural tractor in UP' with a verify-locally caveat. Do not publish a specific rupee road tax figure.
