Gujarat Motor Vehicles Tax Act 1958, Second Schedule Part I clause I(iv): 'Tractors used solely for agricultural operations' are exempt from the lump sum tax. Where a tractor is not used exclusively for agriculture, First Schedule clause VI(f)(i) applies: 'Tractors whether or not fitted with any equipment such as rigs, cranes, compressors or projectors, exceeding 2000 KG in weight: Rs 3000 plus Rs 1000 for every additional 1000 KG or part thereof, in excess of 2000 KG.' First Schedule clause VII adds tax for each trailer drawn, at the goods-vehicle rates where the trailer carries goods.

The exemption hinges on the word 'solely'. Gujarat is one of only two states in this set (with Haryana) where the statute names tractors directly in the exemption. The Rs 3,000 + Rs 1,000/1,000 kg formula for non-agricultural tractors is concrete and publishable.
